County learns about aging agency
Ohio District 5 Area Agency on Aging Inc. CEO Duana Patton spoke about the agency and the services available for Seneca County seniors at a board of commissioners meeting Thursday.
Patton said the agency works with groups in Seneca County such as the Department of Job and Family Services, General Health District and the Commission on Aging.
“Our mission is to be a leader and to ensure that there is an infrastructure in a nine-county region,” she said. “Our role is to make sure that there are services and supports available to seniors, their caregivers and the disability population.”
She said typically, many clients in the program may be nursing home-eligible, and the involved agencies want to keep them in their homes.
If a client has Medicaid and meets the level of necessary care for a nursing home, they can be in the Passport Program, which allows individuals to have care plans including transportation and care services, she said.
The program is also administered through nine providers in Seneca County. All individuals must be screened and assessed before entering the program.
Patton said that through the Aging and Disability Resource Network, all involved entities such as the Area Agency on Aging and the Commission on Aging can refer individuals to appropriate providers.
“Our role, as (a network) is to make sure we understand what each of us do,” she said. “(Such as) how we serve, what services we provide, what funding sources are available, so that we can make sure that we are referring consumers appropriately, so we are not duplicating services, and we are trying to do it in a manner that is seamless and not frustrating for consumers.”
Commission on Aging Director Bryan Glover said the commission’s goal is to make sure seniors can remain in their homes and remain active in the community.
“Any means to that end, we’re willing to look at and undertake,” he said. Included in services are transportation, chore services and information referral.
He said the Meals on Wheels program also has been successful, and the commission is providing hot meals for Wyandot County.
He said the commission has consolidated at Somerset Center, 382 S. Huron St. At this time, it is expanding its services.

In other business, Seneca County Treasurer Damon Alt asked commissioners for an additional $30,000 for salaries next year. He said his department relies on the Delinquent Tax and Assessment Collection Fund, which exists only as long as some residents pay taxes late. If all residents paid their taxes on time, the office would not be able to function.
He said the prosecutor’s office and the treasurer’s office split the 5 percent taken from the county’s delinquent taxes to aid in collection of taxes.
Commissioner Fred Zoeller said as the economy improves, the fund will decrease and the treasurer’s office would not have the amount necessary to operate.
Zoeller presented a worst case scenario option and asked whether the treasurer’s office would be able to function with the current carryover from the DTAC Fund. Alt said the fund only contains enough to operate in 2014.
He also said he spoke to other counties and compared salaries. With the comparisons to other counties’ treasurers’ departments, Alt said it would be fair to increase the Seneca County employees’ salaries.
Seneca County Recorder Mike Dell also asked for a $19,000 increase for his department.
He said an employee is retiring and the majority of funds are needed for the employee’s buyout.
Zoeller suggested getting more information from each department concerning salaries in comparison to similar-sized counties before adding more funding to both departments.
The board also discussed a resolution increasing the lodging tax from 2 percent to 3 percent. County Administrator Stacy Wilson said the board can rescind the resolution if it is not beneficial for the county.
Bed and breakfasts will not be affected by the new tax.
Board President Jeff Wagner said that although it would not affect Seneca County residents, visitors would still have to pay the tax.
The resolution passed 2-1.
The board also approved a resolution allowing for the purchase of Chamber Bucks from the Seneca Regional Chamber of Commerce and Visitor Services as a token of appreciation for county employees.
The funding was from a private donation to improve the efficiency of the county.
“I think we have a very hardworking workforce and they’ve helped us to operate efficiently,” Commissioner Holly Stacy said. “I think that’s why the funds didn’t get used through the original thought of finding more efficiencies out there. They’ve already done that.”
The board meetings at 10 a.m. Dec. 24 and Dec. 31 have been canceled.
