A first-block South Monroe Street woman reported early Tuesday morning someone had been ringing her doorbell and running away.
A 200-block East Market Street woman reported Tuesday morning a neighbor punched her daughter in the face. The woman did not want an ambulance.
Carlos P. Harris, 37, of Fostoria, was charged with obstructing official business Thursday. He also was cited with driving under suspension.
