A woman reported Sunday night she saw a vehicle pull off the road at West TR 92 and South TR 113 while she was walking her dog. She then found the vehicle empty. Deputies responded to the location and requested a police canine. Mitchell C. Bloom, 20, of New Riegel, was charged with possession of paraphernalia.
