Seneca County commissioners received a Mental Health and Recovery Services update at their meeting Tuesday.
Nancy Cochran, executive director of Mental Health and Recovery Services, reported that the Department of Mental Health and the Department of Alcohol and Drug Addiction Services have consolidated to form the Department of Mental Health and Addiction Services. The department serves Seneca, Sandusky and Wyandot counties.
The newly created department must organize a new records commission. Previously, the departments were using Seneca County's records commission but discovered that is unacceptable under the new guidelines.
The new board is to consist of a chairperson, a legal representative and a fiscal representative. Cochran said the new board must be created by resolution of the county commissioners. It then is to meet Sept. 26 to make the motion to establish the records commission.
The commissioners are to look into whether the MHA must withdraw from the Seneca County Records Commission, said Commission President Jeff Wagner.
Cochran also needs a resolution from Seneca, Sandusky and Wyandot commissioners to reduce the number of commission members from 18 to 14 through attrition. She will present the resolution before the end of September.
The new department requirements also have taken away the need for a psychologist or psychiatrist and now only requires a therapist. It also has eliminated the need for an alcohol and drug addiction services standing committee.
At the current mental health board retreat in June, a strategic plan for the next several years was created. Cochran said three new goals for the department are organizing levies in all three counties, reducing the stigma and raising awareness of mental illness and addiction, and increasing services for individuals and families of those affected by mental illness and increasing resources for the department.
In other business, Commissioner Fred Zoeller gave an update on the SR 53 Coalition. After a meeting with Ohio Department of Transportation representatives, the coalition received assistance and made recommendations for the process
of repairing the SR 53 corridor from within Wyandot County through Ottawa County.
"There has been overwhelming support and even a recommendation from the governor that this project is worthwhile," said Zoeller.
Zoeller and the coalition are to present their report to the North Central Ohio Regional Council of Governments at 11 a.m. Aug. 16.
In other business, commissioners discussed replacing murals on County Services Building and the structural issues of the wall the murals hang on, as requested by the Seneca Regional Chamber of Commerce and Visitor Services.
The stucco is peeling, and commissioners are concerned that repairing the affected sections would create problems in the rest of the wall.
The board decided to postpone replacement of the murals and get quotes for repairing the entire wall to save the city and the county money for crews and equipment.
Zoeller also discussed the possibility of the a tea party group using the courthouse lawn to present a class on the Constitution on Constitution Day.
The board required the group to file the appropriate paperwork and had no issue with the event.
Zoeller said he contacted Sandusky County commissioners regarding the Wolf Creek Ditch Petition. They discussed residents' worries about flooding upstream and decided if flooding there became an issue, Sandusky County would address it.
The final Wolf Creek Ditch hearing is scheduled for Nov. 26.
Commissioners canceled their Thursday work session and meeting.
On Tuesday, Aug. 6 at 9 a.m., the board is to attend the opening of the Attica Fair. Because of this event and the following meeting in Huron County, the meeting and work session are scheduled for 1:30 p.m.

In new business, the board approved:
An appropriation adjustment of $470.88 for the Law Library Resources Board Fund.
A supplemental appropriation of $205,500 for the Public Assistance Fund.
A supplemental appropriation of $185,000 for General Fund.
A supplemental appropriation of $1,000 for the Juvenile Dispute Resolution Fund.
An authorization allowing Tanya Hemmer, assistant administrator, to sign documentation in the absence of the county administrator.
An authorization allowing Hemmer to sign all necessary documentation for the Seneca County Law Library Resources Board.
A resolution to decrease the permanent appropriation for the Juvenile Program & Services Fund amounting to $32,810.73.
An authorization allowing Wagner to sign the Ohio Public Works Commission Project Agreement for the Ohio Local Transportation Improvement Program.
A resolution hiring Ryan Forman as an intermittent cleaner for the Seneca County Maintenance Department through the TANF Summer Youth Employment Program effective Tuesday.
