Willoughby, 20, of Tiffin, was cited with operating a vehicle while intoxicated and a display of plates/stickers violation Saturday evening. • Kristine M. Butters, 27, of Tiffin, was charged with disorderly conduct Saturday evening. • Brian D. Shane, 44, of Tiffin, was charged with disorderly conduct Saturday evening. • Two first-block Elmwood Street callers reported Saturday night a man knocked at their door and asked for money. The man said he needed gas money because his sister was in an acciden.
