Kizer-Frankart | Advertiser-Tribune Monica Kizer and Matthew Frankart exchanged wedding vows at 1:30 p.m. Oct. 26, 2013, at St. Joseph Catholic Church. The Rev. Joseph Syzbka officiated the double-ring ceremony. A reception followed at the Master's Building in Upper Sandusky. Monica is the daughter of James and Filomena Kizer of Tiffin. Matthew is the son of Randy and Nancy Frankart of Bloomville. Monica, given in marriage by her father, wore a strapless, fitted and flared gown with a sweetheart neckline. The pleated taffeta empire waistband had a floral motif and beaded applique detai.
