After discussion at the Tiffin City Council meeting Tuesday, council is to move forward on legislation allowing the city to enter into an agreement with a single trash hauler.
If a contract is approved, residents would have the option for commingled curbside recycling.
Mayor Aaron Montz said the need existed due to numerous complaints against trash haulers from individuals and city issues dealing directly with haulers.
Montz said after researching cities in the area with a single trash hauler, the average cost of hauling was $14.71 per month. Tiffin's lowest hauler cost is Karl's Hauling, with a rate of $18.25 a month for a 96-gallon toter.
"Off of the cheapest rate, our citizens would save, if you took the average of what these other cities have done, $3.54 per month if we went to a single hauler," he said.
Montz estimated that residential users could save a total of about $300,000 annually on hauling.
"If we're looking at $300,000 per year savings back into the pockets of taxpayers, this is a way that government can actually come in and help people," he said.
OSS Solid Waste Management District Director Tim Wasserman said the city could tailor the contract to the needs of the city, including free hauling for city trash, a senior rate, per bag rate or bulk pickup.
Montz also said without recycling, the city is ineligible for several grants.
The contract would only affect residential users, not commercial or industrial businesses.
Law Director Brent Howard is to prepare legislation to allow Montz to enter into a contract with a single trash hauler for pickup and curbside recycling.
North Central Ohio Regional Council of Governments Director John Davoli said he and Montz have been working on completing the proposal for the Safe Routes to Schools travel plan. Davoli said TranSystems, consultant on the project, is completing the cost estimates, which total $440,000.
Davoli said the city could eliminate projects such as curb ramps and pedestrian crossing striping to bring the cost of the project under $400,000, which would make the proposal more appealing to the grant selection committee.
He also said the Local Government Innovation Fund study for a shared justice center is to be presented at noon March 5 at North Central Ohio Educational Service Center.
The meeting is open to the public.
Montz thanked the police department for the 60 percent drop in crimes such as burglaries and larcenies last year.
Police Chief Fred Stevens said the significant drop was the result of actively patrolling and completing interviews of individuals during the night shift.
"We know that we're going to have crime and that we're not going to be able to reduce all of it, but what we can do is we can attack the root of the problem as fast as we can," he said.
Montz also thanked the street department for its work during the inclement weather and said the city has plenty of salt to finish out the season.

Another public hearing is set for that time to discuss an ordinance vacating streets and alleys within Highland Park in the Second Ward.
In written communication, Montz asked council to consider the appointment of Robb Mack to the Zoning Board of Appeals. The request was referred to the Personnel and Labor Relations Committee.
On behalf of City Administrator Deb Reamer, Finance Director Gwynn Reinhart asked council to consider budget adjustments to allow the city to contract with a cleaning service for the Municipal Building and the City Hall Annex. The request was referred to the Recreation and Public Property Committee.
Reinhart also asked council to consider an ordinance to allow a transfer of funds to make payments on several bonds, a WPCLF loan and related expenses. She also requested council to consider an ordinance to authorize the transfer of additional funds to the Parks and Capital Funds. The money would be used to buy a street sweeper and to balance Parks Department records
The requests were referred to the Finance Committee.
Montz thanked Shoe Box Recycling LLC for its donation to the Parks and Recreation Department. He also thanked Daryl McDonald for his service on the Zoning Board of Appeals, who has stepped down from the board.
Council is to meet 7:45 p.m. March 3.
