The price of progress

This being the 100th anniversary of the 1913 flood made me start thinking about the state of Tiffin after that horrible time. I'm sure there were people who hoped another flood would never happen, while other people rightly assumed it was much more likely to occur again. They had a choice, to build a flood wall or not. Most everyone benefited to some degree by the decision to build the wall, even now, 100 years later.
