ATTICA - Ohio Environmental Protection Agency has approved Attica's plan for directing its storm water into its wastewater system, village administrator Greg Martin reported to council members Thursday night.
He said engineer Lyn Makeever has signed a contract to proceed with the engineering portion of the lagoon and wastewater system construction. Surveying and taking soil borings are the first steps for the lagoon project.
Makeever recently met with personnel from Gateway Tank to discuss aeration of the village water tower. Engineer Marvin Gnagy has located an economical system to be installed by Gateway Tank and must be completed by May. While the work is being done, village employees are to conduct routine maintenance on the tower.
Councilman Jeff Painter announced 25 smoke detectors are available at the village officer for senior citizens to pick up.
Police Chief Keith Turner led a discussion on the mutual aid agreement with Bloomville. He reminded village residents ordinances are in place for keeping sidewalks clear of snow and not piling snow into the road.
Fiscal Officer Pat Krebs reported $717,761.10 in all funds. She shared new criteria from the county auditor regarding tax assessments for delinquent utilities or mowing by the village.
Due to not having a quorum present at the last meeting, council again heard readings of resolutions and ordinances. They:
Adopted a resolution of necessity for a replacement tax levy for providing police protection and requesting certification from the county auditor, and declaring an emergency.

Heard the second reading of a resolution approving 2013 appropriations totaling $1,560,195, and adopted the resolution as an emergency.
Heard the second reading of an ordinance establishing pay rates for village employees effective Jan. 18, and adopted it as an emergency.
Heard the second reading of an ordinance suspending the 3 percent annual increase in water rates for 2013 only, effective Jan. 1, and adopted it as an emergency.
Approved changes for village employee work hours percentages for wage funding allocations.
