Suggestions on recycling, taxes

In the past couple of weeks, I have heard some different stories going around. These are supposedly being suggested by City Council and our mayor.

1) We are going to begin citywide recycling.

2) Trash pickup to be bid out (preferably to a Tiffin hauler). I have been using the same company for 20 years and I want it to stay that way!

3) Why raise the city income tax by a half percent when another feasible option is present?

A present council person has made the comment, that we have several thousand college students in the city for about three quarters of the year. These students use the same services that I and all other citizens of Tiffin use, but at no cost to them, so why not impose a surtax on each student per semester, paid to the university and then the university can forward that collection to the city revenue department.
