Developmental Center assault injures staffers

A resident of the Tiffin Developmental Center was arrested and charged with assault and persistent disorderly conduct after he injured staff members Sunday morning.

Trooper Ryan Wilson of the State Highway Patrol said Chad Shoen, 19, had first threatened staff members with a stick and rock in front of the Nevada building before he punched one of them in the face.

Staff members attempted to restrain Shoen after the punch, and in doing so, fell to the ground.

Another staff member, Davon Cousin, 38, of Fostoria, suffered a broken ankle as a result, Wilson said.

He was transported by a staff member to Mercy Tiffin Hospital.

After staff members released Shoen from physical restraint, he threatened others with a potted plant and also threatened to block access for the fire and police departments, Wilson said.

He was then restrained again and Tiffin Police officers were able to handcuff him and take him inside the building.

Inside, Shoen became angry again, threatened staff members and began spitting at them.

Wilson said it was then determined Shoen couldn't be released and he was transported to the Seneca County jail.

A couple of other staff members received minor injuries during the altercation.

One of them, Eugene Brickner, of Tiffin, 47, was transported by private vehicle to Mercy Tiffin Hospital for an injury to his thumb.
