Inspection warrants Bettsville park’s ’10 facelift

BETTSVILLE - Bettsville council members learned Howard P. Eells Park is to get a facelift this year.

Councilman Gary Harrison said the picnic tables, shelter houses and restrooms are to get a new coat of paint while the softball diamond is to be improved.

The village insurance carrier mandated after an inspection of the park that 14 new swings, four baby swings and six new grills must replace the old materials. They also said they wanted to see safety features added to the tall slide and safety rails added to the bleachers.

Members took action to pass a resolution approving the filing for a Nature Works Grant totaling $11,867 that might supply the park with other pieces of playground equipment.

They discussed placing cut up tires or mulch beneath the equipment for safety.

Fees for membership, swimming and shelter house rental are to remain the same.

A park board member is scheduled to attend classes for re-certifying lifeguards, saving on costs. Bettsville's junior students have been asked about running the concession stand this summer. If they refuse, the lifeguards are to take on the duty.

New activities at the park are possible. A car show on Memorial Day weekend was discussed and installing a remote control racetrack was suggested.

Police Chief Don Mason reported having 20 students plus parents attending jujitsu classes at Bettsville School. He said he also is attending classes to conduct firearm re-certification of his own officers.

The fire department has not received word about two grants it sought. Department officials said they want to upgrade the ice and water rescue equipment.

Village Administrator Dave Clark said two water main breaks have been repaired. He is to contact Seneca Regional Planning Commission to determine when grant funding is to be released so the village can move forward with repairs to the overflow pipe on the water tower.

In other matters, council:

n Approved a resolution of necessity for a 3-mill renewal fire levy to be placed on the November ballot.

n Approved Regional Income Tax Agency to collect delinquent taxes for the village.

n Approved Mayor Linda Davis attending a mayors' court clerk conference March 4 in Westerville.

n Approved discontinuing the present cell phone program for two employees and reimbursing them for usage of their own phones with a policy to follow.

n Refused participation in the Seneca County aerial mapping program.

n Signed the 2010 fire protection contract agreement between Jackson Township and Bettsville totaling $23,500.

Council meets next at 6:30 p.m. March 2.
