Oil and gas pipeline may be in the ... pipeline

I received a call last week from a local landowner who was seeking details about an oil and gas pipeline planned to pass through Seneca County. The property owner was offered a one-time payment for an easement and damage related to the construction and installation of the pipeline.
The pipeline, not to exceed 12 inches in diameter, apparently would transport oil and liquid fuels between terminals such as the Sunoco facility on Wall Street near Miami Street in Tiffin. It would be built by Sunoco Logistics Partners LP and Inland Corp., and be known as the Allegheny Access pipeline, according to various reports in business journals. Here's a link to one of them:
Because the pipeline would transport liquids and not liquified gases, the project does not fall under the auspices of the Ohio Power Siting Board but instead the Pipeline and Hazardous Materials Safety Administration. Thus, it did not show up on our checks of OPSB filings.
