Commissioners hear human resources assessment report

A central human resources department for employees might be in Seneca County’s future after the commissioners heard a recommendation from consultant Lori Hall at their Thursday meeting.

Hall, former Tiffin University vice president for Human Resources and Campus Services, reported her findings after conducting an assessment with county departments and offices.

During a work session, she recommended the county create a Human Resources Department

“My No. 1 recommendation is that we consider hiring a professionally-certified and trained director of human relations,” Hall said.

She said the person should think of the job as a helper and guide to assist and guide department heads and other designated human resources personnel, and not as a compliance

dictator. The director would assist department heads with performance management and keeping up with compliance on state and federal laws such as Americans with Disabilities Act and Family Medical Leave Act compliance.

Hall also recommended the department act as a central location for human resources needs, that it be an adviser role and better take advantage of technology.

She suggested housing the department in a location away from the public eye, “somewhere where you feel like you can have a private conversation without feeling like everybody knows your business.”

Heidelberg University Chief Human Resources Officer Margaret Rudolph also provided her ideas from the perspective of doing a similar job previously in Erie County. She recommended the position, if created, should report to the commissioners.

The commissioners are to investigate further before making a decision.
