Man admits sex-related crimes involving 11-year-old girl

A Tiffin man accused of sex-related crimes involving an 11-year-old girl pleaded guilty to charges during a hearing before Seneca County Common Pleas Court Judge Michael Kelbley Tuesday morning.

James W. Kizer IV, 42, pleaded guilty two counts of attempted rape, both special felonies; one count of illegal use of a minor in nudity-oriented material, a second-degree felony; and one count of gross sexual imposition, a third-degree felony.

Kizer admitted he attempted to engage in sexual conduct and had sexual contact with a girl between October 2016 and December 2017 and had material showing a child in a state of nudity.

The sentence recommendation is Kizer would serve a mandatory indefinite prison term of a minimum of five years up to 25 years. He also would have to register as a Tier III sex offender, subject to community notification and registration every 90 days for his lifetime.

Joyce Randell, the victims’ advocate, said both victims were in agreement with the recommendation.

Kelbley is ordering a pre-sentence report and said he guaranteed he would follow the joint recommendation. Sentencing was set for March.

Kizer’s case had been set to go to trial Tuesday, and prospective jurors waited in a courtroom nearby as Kizer pleaded guilty to the charges.
