Luhring suspended without pay
BETTSVILLE – The Bettsville Board of Education passed a resolution suspending district Treasurer Roger Luhring’s contract without pay effective immediately during a special meeting Thursday evening.
Interim Treasurer Jaime Pearson said it is the board’s intent to continue with the termination process.
Luhring was placed on paid administrative leave during the board’s regular meeting in February.
The board served Luhring a letter from Board President Michelle Davis Feb. 16 containing 14 charges against him.
According to a resolution Thursday, Luhring was notified through his attorney that he could avoid termination by resigning.
“Each charge is a separate, independent ground for termination of Mr. Luhring’s employment for good and just cause,” the resolution states.
According to the resolution, charges include a failure to pay insurance premiums for employees’ health insurance from May to October 2013; avoiding and not returning phone calls to the Ohio Department of Education regarding the district’s financial standing at the end of fiscal year 2013; inaccurately reporting the number of his vacation days; failure to file with ODE the five-year forecast on time; and cashing a check from ODE on behalf of the school system in the approximate amount of $378,249 that was received in error without investigating its accuracy or appropriateness.
The final charge stated, “The conduct (stated) constitutes a series of breach of trust and professional responsibility (which) has destroyed (the) ability to function effectively as the treasurer/chief financial officer of the district.”
Luhring was placed on paid administrative leave for 36 days, which cost the district $8,654, Pearson said.
She said according to the Ohio Revised Code, Luhring has 10 days from the day he receives a certified letter regarding Thursday’s actions to submit a written request for a hearing before the board or a referee.
Luhring had no comment Thursday.
The board is to meet at 5:30 p.m. Wednesday at the school, 118 Washington St., Bettsville.
