NR panel awaiting grant decision
NEW RIEGEL – Mayor Larry Bouillon stated a decision on Issue I grant funding through the Ohio Public Works Commission is to be announced at 2 p.m. Friday. The village hopes to repave SR 587 and CR 591 through the village.
After an examination of all the village’s catch basins, many are in need of repair and an estimate from Mike Metzger is being sought.
Lenny Theis reported the Eagle Scout project of Levi Nye making improvements to the park concession stand is installing new flooring at this time.
Fiscal Officer Jackie Honaker presented the financial report and the appropriation status. She distributed the Huntington Insurance proposal to council for a decision at the next session. Honaker said the audit is nearing completion and she is compiling a book of instructions for the new fiscal officer.
Council approved placing ads for a new fiscal officer in area newspapers and the deadline for resumes is Dec. 2. Honaker was not sure her time would allow her to train the new employee.
Financial committee chairman Rick Kessler announced the village should end 2013 with a $15,000 surplus and that in 2010 the village had $106,000 in funds and now they have $401,000.
Police Chief Steve Swartzmiller thanked the NBS Joint Fire District for its help during the Halloween parade.
In other action, council:
Heard the first reading of an ordinance adjusting the chief of police position to a part-time position.
Heard the first reading of the ordinance establishing the rate of pay for the chief of police.
Heard the first reading of the ordinance for the rewritten tax structure of the village for Regional Income Tax Agency.
Heard the village sewer rates for 2014 depend on the costs demanded by Fostoria.
Announced two more Monday leaf pick-ups ending Dec. 2.
Approved paying a $120 bill to Bugners for Dennis Mack for a visual inspection of a tile.
Approved paying Metzger $550 for the tile repairs.
Approved the quote of $3,481 from A&D Tree Services for removal of 27 ash trees and stumps.
Approved payment of $417.50 to A&D Excavating for last winter’s snow removal and contracted for snowplowing services for this winter.
Learned the SR 587 and CR 591 streetlight has been sent to Columbus for repairs. The village has borrowed equipment from Carey in the interim.
Council has set special meetings for 6:30 p.m. Monday and Dec. 2 to hear second and third readings of the RITA and police ordinances and to review resumes for the fiscal officer position.
Council is to meet at 6:30 p.m. Dec. 17.
