Court orders competency examination

A 19-year-old man accused of sexually assaulting a 13-year-old girl appeared in court this week for a hearing on his recent plea of not guilty by reason of insanity.

Jordan T. Clement, who is listed as homeless, was ordered to report to a diagnostic center for a competency examination following his hearing Tuesday in Seneca County Common Pleas Court Judge Michael Kelbley’s courtroom, according to court documents.

Clement faces charges of sexual battery, a third degree felony, and unlawful sexual conduct with a minor, a fourth-degree felony. He was arrested in February after he allegedly engaged in sexual conduct with a girl at a West Market Street residence.

Clement had been staying at the residence where the girl’s family lived.

According to court documents, the girl’s ability to resist or consent was substantially impaired because of a mental or physical condition.
