Attica misses out on loan
Attica’s village administrator Greg Martin told council members Thursday night the village had failed to be awarded a Water Pollution Control Loan that would have forgiven the principal for the wastewater plant construction. The village now will return to the original timeline set up after the EPA issued orders and findings where completion of the plant is scheduled for January 2016.
Alternate funding will be sought by applying for Issue I funding through the Ohio Public Works Commission and possibly from a Community Development Block Grant.
Council approved Martin making application for an interim loan from the Ohio Water Development Authority to start the wastewater plant project that would rollover into a low interest 30-year loan obtained through the OWDA.
Martin reported that engineer Lyn Makeever has been surveying the lagoon property for the system but soil bores have not been taken because the fields have been too wet for heavy equipment.
Solicitor Rick Palau relayed the Seneca County Board of Elections has approved the village’s renewal levies for police protection and park operations to be placed on the May 7 ballot. The 3 mill police protection renewal levy would generate $40,219 while the .05 mill park operation renewal levy would generate $6,703.
A total of $799,068.15 was reported by fiscal officer Pat Krebs. She also reminded council that a US Department of Agriculture $11,892.50 loan payment was due Friday for the water tower.
In other business, council:
Approved the resolution authorizing the village or administrator to prepare and submit an application to participate in the Ohio Public Works Commission state capital improvement program and execute contracts, and declaring an emergency
Approved a resolution authorizing the village to participate in the state of Ohio cooperative purchasing program for the purchase of the 2013 model 1026R tractor, loader and mid mount mower unit for $5,317
Learned water superintendent Gary Weis is seeking equipment quotes for computerizing their daily record keeping
Heard potholes will be repaired as soon as weather permits
Heard the water tower aeration system will be installed in April
Council will meet next at 7:30 p.m. March 14.
