• A citation of improper starting was issued after a two-vehicle, non-injury accident at East Perry and South Washington streets Monday afternoon.

• Gloria J. Jones, 67, of Tiffin, was charged with operating a vehicle while intoxicated refusal after an accident at Mid-Block and Lytle Street Thursday afternoon.
